2004 - 05 Operating Fund Budget

"Initial Reactions to the AVED Budget Letter"

  1. Funding did not reduce as originally identified in our Budget Planning Assumptions.  In fact, not only was the $756,008 "restored," we also have available an additional $94,937 which represents $230,343 of past funding held in reserve by Malaspina pending AVED cuts less $135,409 which is an actual cut in 2004/05 (see analysis of FTE funding attached).

By sheer coincidence, the shortfall on Strategy #2 in "Moving Toward a Balanced Budget" was $94,883.  (However, reference subsequent Board motion re looking for reduction in tuition increase).
  2. Funded FTE growth is as per Planning Assumptions plus small amounts, which we were made aware of after developing the Planning Assumptions.

However, 63 FTEs were also added to our target while funding fell by $135,409 as part of the multi-year productivity measures.

  3. ACA is same as last year at $2,049,835.  Last year's "bonus" of $100,000 was not repeated.
  4. The Premier's announcement of 1,100 additional FTEs over six years is analyzed in the attached document.
  5. The progressive reduction in overall funding per FTE by AVED, as noted below, inevitably brings tuition into focus as the compensatory source of funding after exhausting expenditure reductions and alternate sources of funding.
