  The VIU Cowichan Campus plays a special role in Duncan and the Cowichan Valley, providing a practical and innovative array of educational programming and services created and sustained to meet the unique needs of the local community. Cowichan Campus training and educational programming facilitates learner transition to meaningful careers and further education, and includes Trades Training, Adult Basic Education, Literacy and Employability Skills, Health and Human Services, University Programming, and Contract Services and Professional Development and Training. Recent Cowichan Campus initiatives include a 5-year Bachelor of Education Degree and the creation of an Innovation Lab. Duties: Be responsible for the financial functions for the Campus Administration. Utilizing MS Excel and/or financial or accounting systems prepare, monitor, analyze and consult on budgets for cost centres relating to a broad range of base activity, professional development and training. This includes: prepare budget information, drafts and projections to assist the Campus Administrator with budget planning, development, and review; prepare costing information; periodic budget review and analysis and prepare budget summaries as required; monthly data entry and monitoring of budgets, resolve anomalies and identify unresolved issues to the attention of the Campus Administrator; provide support and advice to the Campus Administrator in developing, preparing and managing budgets. Prepare quarterly variance reports for review and authorization by the Campus Administrator; prepare capital requests; ensure the items have been received and funding approved has been allocated to the department and ensure it is within the approved allocation.

Finance functions:
Prepare invoice requests; review of all invoices received and ensure purchase orders are in place; review employee expense claims and professional development claims; prepare monthly and year-end accounting entries and calculate accruals and deferrals and liaise with Finance department. Ensure that all financial related policy and procedures for VIU are followed by the faculty; provide financial and budget support to specific projects or areas as directed by the Campus Administrator, and assist with the development of internal controls and reporting; provide training if and when required to faculty and staff relating to FRS, budgets; assist the Campus Administrator in any other ad hoc work as and when required.

Human Resource functions:
Prepare and submit postings; provide assistance to the selection process, assist with preparing and submitting on-line appointments for all Administrative, VIUFA, and CUPE positions; provide costing information for new positions; occasionally generate letters of offer and input the appointment information; prepare detailed Human Resources plans for submission to Financial Services.
Required Qualifications: Diploma in Business Administration with concentration in finance/accounting from an appropriately accredited institution and minimum five years' recent related experience. A combination of education and experience may be considered. Experience and demonstrated skills working with complex revenue-based budgets, including budget preparation, development, monitoring, extensive data entry in Excel, analysis, mid-year review and year-end reconciliation. Experience in human resource functions (as outlined above) in a multi-union environment. Advanced skills in MS Excel. Intermediate-level word processing skills.

Demonstrated ability to accurately and efficiently manage multiple tasks, meet mandatory deadlines, and set priorities. Superior communication, interpersonal, and problem solving skills. Demonstrated initiative and independence, while working effectively as part of a team. Demonstrated ability to provide confidential service.
Preferred Qualifications: Experience in a post-secondary institution; knowledge of VIU Financial Records System and SAWS.
